Local Development Plan
The Local Development Plan (LDP), a document constructed by North Ayrshire Council, is land use document that indicates where certain types of development should, and should not, happen. It is meant to set out a long term vision for growth, identifying land and infrastructure for development.
It provides the policy framework for determining planning applications!
North Ayrshire Council is progressing work for a new Local Development Plan (LDP2), which is intended to be adopted in 2019. A recent call for potential sites from developers has led to the ‘Main Issues Report’ which is now open for response and consultation.
North Ayrshire Council are intending to adopt the new Local Development Plan (LDP2) for North Ayrshire, in 2019. A timetable has been prepared has been prepared: is available in their Development Plan Scheme (PDF, 1.19mb) Development Plan Scheme (PDF, 1.19mb).
Following the recent Call for Sites they have published a Main Issues Report (PDF, 18.82mb). This is accompanied by a Strategic Environmental Assessment (SEA) – Interim Environmental Report (PDF, 19.6mb) which includes their preliminary assessment of the submitted sites.
Main Issues Report (MIR)
The MIR sets out options for change on key areas of planning policy, and is intended to generate discussion on the key planning issues in North Ayrshire, including potential new development locations. Consultation responses to the MIR will assist them in preparing a Proposed Local Development Plan, which will address the matters included in the MIR.
North Ayrshire Council intend to publish the Proposed Local Development Plan in December 2017!
SEA – Interim Environmental Report
The Interim Environmental Report is the Strategic Environmental Assessment of the LDP2 Main Issues Report. The primary purpose of the Interim Report is to identify, describe and evaluate the likely significant effects on the environment of the MIR options, if taken forward and implemented by LDP2.
Consultation on the MIR and Interim Environmental Report runs between 30 January 2017 and 10 March 2017.

They expect key agencies and commercial interests to submit electronically. They would prefer responses to be submitted online, or by email to LDP@north-ayrshire.gov.uk. Members of the public and community groups may submit responses in writing to Strategic Planning, Cunninghame House, Irvine, KA12 8EE.
Public exhibition events
As part of the consultation they will be hosting a series of public exhibition events. Details of the dates, times and locations of events are as follows and will be publicised via Twitter @North_Ayrshire:

Preparation of the MIR has been guided by extensive evidence gathering and through consultation with technical and community partners. This included working with Scotland’s Towns Partnership to prepare audits for our town centres, which are being finalised.
They updated our Housing Land Audit (PDF, 269kb) to give a clearer picture of the housing land supply and produced a Monitoring Statement (PDF, 5.08mb) that identifies the main changes that have occurred since the Local Development Plan was adopted.
As part of the assessment of the sites submitted during the Call for Sites, we consulted key agencies, such as Historic Scotland, SEPA, and Transport Scotland, to seek their views. Their responses are summarised in the Interim Environmental Report but can be viewed in full in the Key Agency Consultation Responses (PDF, 1mb).
What happens next?
They will review the comments we receive relating to the MIR and prepare a Proposed Local Development Plan. It will set out our settled view of what the next LDP should be. They anticipate publishing the Proposed Local Development Plan in December 2017. You will subsequently be able to give them feedback on it and we will consider those comments and may make specific changes before adopting the next Local Development Plan before May 2019.
